Why configuration comes first
A VPS price is only comparable with another VPS price when the resources are the same. Providers publish plans under their own names, and a plan called "small" at one provider can have twice the memory of a plan with the same name elsewhere. For every VPS measurement we record the number of virtual CPUs, the amount of RAM and the disk size shown on the page together with the monthly price, and the question for each plan names that configuration. Plans are compared only within one configuration and one currency.
We chose 2 vCPU with 4 GB RAM as the reference basket because it is offered by most providers in the sample. A separate median is calculated for each page currency. Prices in EUR and USD are not converted into each other for this series, because the conversion would add exchange-rate movement that the provider did not make.

What the monthly price includes and excludes
The measured value is the ongoing monthly price published on the provider's page for that plan. Most VPS plans have no introductory term, so there is no separate renewal price; where a VPS plan does have a promotion, it is treated like hosting and appears in the renewal pricing guide. The price usually excludes VAT. It does not include backups, extra IPv4 addresses, snapshots, managed-service add-ons or traffic above the included allowance, which vary by provider and are not normalised.
Hardware is not identical behind identical numbers. A virtual CPU can be a dedicated core or a shared thread, and disks differ in type. We record what the page states; we do not run benchmarks, so equal configurations here mean equal published resources, not equal performance.
